Whole Life Costing of Water Pipeline in Shanghai, China

For a water pipe network, the whole life costs should consist of construction costs, the operating costs and the maintaining costs over its whole life through to its disposal –that is, the total ownership costs.

However, water supply pipelines in China usually were constructed through some form of low-bid procurement system which does not necessarily produce the most effective or efficient system when the totality of maintenance, operating and rehabilitation are considered.

As one of water utilities in Shanghai, we have already realized there is important relation between pipeline material selection and whole life costing of water pipeline. So we perform the project for whole life costing of water pipeline in Shanghai area. The different pipe materials (DI, STEEL and PE) with different pipe diameters (DN100, DN150, DN300, DN400, DN800) are compared in terms of construction, operating (delivery and contribution), maintenance and repair costs. Statistics data were collected from both the suburb district and center ones of shanghai water authorities. And PE pipes show significantly lower costs throughout their lifetime when the diameter of the pipe is same.

The analysis of whole of life costing is an important approach to the selection of the most cost effective water supply pipe material. As a comprehensive approach, it takes into account various factors, and will be used in the daily selection of pipe materials.
